This isn't meant as an argument that Gundam Evolve 7 (http://www.mahq.net/animation/gundam/evolve/evolve7.htm) is canon, but on a whim I thought it'd be interesting to try examining how it could fit into the After Colony timeline. My basic theory is that it can't work as a post-Endless Waltz event, but that it can work as something that takes place toward the end of the Gundam Wing series.
We see that Dr. J. is apparently imprisoned and being visited by Relena Peacecraft. This couldn't be from an early point in the series since Wing Zero is involved and fighting Virgo mobile suits, and there's no way Relena could have met Dr. J during her time in the Sanc Kingdom. They were both aboard Battleship Libra at one point though, so in theory Relena could have been able to talk to him during her time there.
At the start we have Dr. J reflecting that two critical flaws of human thought are passing down the idea of revenge and the tendency to classify people by groups instead of as individuals. This opinion applies pretty well to emergence of White Fang as a major power. They were driven by a desire to get revenge for Heero Yuy and years of oppression, and while the colonists outnumbered them they insisted on promoting their movement with us vs. them, colonists vs. Earthlings rhetoric. We saw the latter in spades when Zechs was brought on board. Dr. J's talk about how the change Relena brought about wouldn't last could also be seen as making sense in the context of the White Fang revolution, which did throw everything out of order not long after she managed to reform the World Nation.
The idea of Heero destroying a colony laser works, insofar as it's believable that he'd undertake a solo mission like this. Though it seems surprising for something like this to exist in the After Colony timeline, it may not be so far-fetched considering the firepower of Battleship Libra and Space Fortress Barge. If I remember correctly he's fighting Black Virgo mobile dolls, which were the original Virgo I model used by OZ. I think the colony laser could have been a major component of OZ's effort to arm outer space, intended to double as a trump card to use if the colonies ever got out of hand. Perhaps after the destruction of Barge certain elements planned to use it against White Fang, much like the OZ soldiers that Treize discharged for holding a civilian colony hostage. Heero would intervene because colonies would be put in danger by it's use, and as a rule the Gundam pilots always put protecting the colonies and civilian lives ahead of any other objectives.
Admittedly, there are logical inconsistencies that can't be reconciled. Where are the other Gundam scientists? Why is Relena wearing Sanc Kingdom clothes when in the series she went to Libra wearing civilian clothes? But beyond these very specific details, it seems to fit.
