It's not....and its a JPEG....JPEGs don't do animation, you have to have a GIF image if you want animation...

Yup, it's got to be a gif. You can shrink animated gifs and keep them animated online at www.gifworks.com

I'm sure there are programs that can do it too that you can find if you just do a Google search.
