For me, it's Spiderman. Both his and Batman's villian's are good, but what puts Spidey over the top for me is the constant teaming up that they do. The Sinister Six, The Sinister Syndicate, The Frightful Four, etc. . My top ten Spiderman Villians:
1. Doctor Octopus
2. Green Goblin
3. Electro
4. Beetle
5. Shocker
6. Mysterio
7. Speed Demon
8. Hydro-man
9. Rhino
10. Sandman
What's your opinion?

I'd say Superman has some pretty tough foes when you consider...
Lex Luthor (ahem: I mean, President Luthor)
Braniac

I'd go with Bats as well, for the reason most of Bats' are human, and they have intrieguing backgrounds, each one seems to possess an unique dynamic, like Batman vs. Joker is an entirely different matchup then Batman vs. Two-Face; the way Bats is going to try and resolve or fight etc...
Though I probably haven't read enough Spidie to know if his villians are as interesting, they just never seem to be.

Well, I'd have to go with Batman, but right behind those villains would be from Spider-Man...Probably the only reason that I'd choose Batman first is a) They are more realistic (although some, like Clayface stretch it a bit, but hey, he's a great villain, and there's nothing wrong with stretching it, right?)...b) I just happen to like Batman as a whole a lot more...the dark and morose tone to him and the villains...Spider-Man lacks that very cynical edge (but makes up for it with the wisecracks). Plus, Batman's got The Joker! and Mr. Freeze!

correct me if i'm wrong but the term "Rouge's Gallery was first used with the Flash and his gallery of adversaries, in no particular order:
Capt. Boomerarng
Capt. Cold
Mirror Master
Gorilla Grod
Prof Zoom (the reverse flash)
Trickster
the Pied Piper
the Fiddler
and the list goes on

Hey, that's some info I didn't know, now I do! Coolness. I'd have to agree that I like Batman's Rogue Gallery the best, although there are some in Nighty's that are quite interesting.

This is a debate that could go on for ages--each one is good in its own way--but I give the Flash props for originating the concept of a "Rogue's Gallery."
What about the Savage Dragon's?

Well, Slipknot, :)
I'm afraid that you must say more. While i wholly agree with you, it seems that in your effort to defend Batman as having the best rogue's gallery, you forgot to mention the single most important woman in the Bat-saga. A woman who has eluded The Batman more often than not, and remains the only Bat-Villain to maintain her own comic title. Namely, Catwoman. Who, to my knowlege, was the first woman in a comic not to cry out for Mr. Man, but instead, whip some butt herself (literally). :D Of course, she is often thought of as a hero, but believe me, when it's all said and done, she's a rogue at heart.
