I haven't really watched Jake Long: American Dragon before but now that Disney Channel is starting over with the first episode, I thought I would give it a try. Looking at the upcoming episodes schedule, they appear to be showing in order, also. However, they appear to be skipping a few episodes (104, 106, 113) at least out of the first fifteen on the schedule.
Is this another case of Disney "banning" certain episodes like they do for Buzz Lightyear?

No they are no banned episodes. The episodes you mention all contain two half episodes, they just skipping them.
The episodes that are not regular rotation are episodes with holiday themes such as Valentine's Day, Chrismas, Halloween, Chinese New Year, which only air during that particular holiday.
Though one of the episodes in 106 has an Easter themed, but that episode is part of the year long rotation.

American Dragon:Jake Long has no banned episodes.But thanks for wanting to give the show a shot. ;)
