Isn't her face always off screen? If we're going by black charicatures/stereotypes from that era, Stepin Fetchit-based characters probably take the cake in the lips department.

That's actually a hard one to pin, since there are some cartoons in which she threw out Tom "for good" for not catching Jerry or traded him for a better mouser. I agree to the extent that she was wasn't likely meant to be his owner during the earliest shorts, though.

Her face was always off-screen though in one short you can see her face by freeze-framing the scene and she does have a somewhat stereotypical black woman look.
Come to mention it, almost all black characters before the 50s had big lips that took up half their face like a monkey or something.
