Apparently, a lucky (>_>) person in Japan went to an advanced screening of movie 9 and after the credits rolled, a teaser played.
Somebody on AP forums translated the blog:
予告編では2009年映画ワンピースの公開が決定したそうです。
Movie is scheduled to be shown in the Spring of '09
（メモ無しの記憶なのでかなり適当です）
2009年の10作目の映画は、原作者尾田栄一郎監修の新作で
キーワードは「金獅子」。
(Memories without Memos, so it's quite fitting) o_o
Movie 10 slated for 2009, is the original movie under the supervision of Eiichiro Oda. The keyword here is "Golden Lion" (?)
海賊の手配書が沢山映るシーンから始まります。
Teaser opens with a scene of many bounty posters.
ゲンコツのガープ（海軍本部中将モンキー・D・ガープ ）にその中の
一つの「金獅子」の手配書が渡されます。
One of which is for the "Golden Lion", which is handed to Garp (Vice Admiral Monkey D. Garp)
場所は変わり赤髪のシャンクスもその手配書を見ます。
Scene changes, and Shanks too is also looking at the bounty.
場所が変わり白ヒゲ海賊団エドワード・ニューゲートも手配書を見て
ニヤツキます。
Scene changes again to the Whitebeard Pirates & Edward Newgate also looking at the that bounty.
場所が変わり麦わらの一味が全員で暗い廊下を歩いています。
（ルフィはスーツ姿の上にワンピーススタイリングなどで羽織っている
上着を着ていて、他の一味は全員がスーツ姿で歩いていています。
その中にブルックもいるのですが、ブルックだけはあの服装(笑)
Scene changes to the Strawhats walking down a dark hallway together (talks about the clothes they're wearing, how they look LA~LA~LA )
Brooke's in this too!!!
場所は海軍本部？ルフィ達の歩いている廊下がある建物？の和室で、
料理が並べられていて、海軍達が沢山集まり会議を開いています。
Is this perhaps a Marine HQ? Why would the gang be in a place like that? They enter a traditional Japanese-style room with food lined up neatly, many of the top Marine brass are here attending a meeting.
暗闇でナミがテーブルに手紙を置き、その手紙にはミカンの形の
シールが貼ってあります。
Nami places a letter down on the table in the darkness, with a sticker symbol of an orange on top.
・・・・・とこんな感じで終わるのですが
It finishes at that point.

Looks like Toei's done with arc remakes which you can take as you will. And, Brooke just joined (manga-wise) so this is really planning ahead, in their case.
