Could you guys tell me about Anime Animals (who are humorous), are they always in... chibis?

Not always. Meitantei Holmes (Famous Detective Holmes), which was co-created by Hayao Miyazaki, was a Sherlock Holmes spoof with a cast of anthropomorphic dogs. If you can find these episodes (they were released by Geneon, who liquidated their back catalog over a year ago), they are worth the search.

There was also a movie called Night on the Galactic Railroad, which isn't really a comedy, but feature anthro cat people, had no chibi characters.
