I'm not sure if this is in the right spot but anyway, whats the easiest animating program to use? I've made a few claymation shorts but I wanna get into using my PC to make cartoons like using Flash or Moho as hopfully I'll be able to make more cartoons. I do have Anime Studio 5 which is basicly Moho and I have Toon Boom 4.0.

I like Anime Studio and I think it's very easy to use once you do the tutorials etc.
Of course... I've been using Anime Studio since it's Moho days (about 4 years) so that may be why I find it so easy :p
I also have Toon Boom. It's pretty easy.
Both programs are easier then Flash and are just as (if not more) powerful as Flash. Flash is a web design program that can do animation... Anime Studio and Toon Boom are purely animation programs.

Are these cheap? I mean, I looked at random Flash programs, and they all cost well over 200 big ones. Something I can't really do at the moment. And on the subject, arre there any good cheap Sound editing programs?

Anime Studio is $50.
The Pro version, which I recommend, is $150.
Toon Boom Studio is $400.
They used to sell and "express" version but it looks like they aren't doing that anymore...
These are all waaay cheaper then Flash which comes to about $700.

Audium is a free sound editing program. Google it and check it out (I would post a link but I am really pressed for time right now).
