Sisto Kid

OK, guys, maybe I should remember that "They're just cartoons" and should remember that whole "suspension of disbelief" thing, but this is something that has made me scratch my head.
Johnny Bravo and Dexter...what's up with their voices?
First of all Johnny: His mother sounds like she's from Hoboken, New Jersey and all his neighbors (Carl, Suzy, Pops, et. al.) have no trace of any dialect (if anything, they sound midwestern), BUT...Johnny sounds like he's from Tupelo, Mississippi (a la Elvis) Wassup with dat?
AND, Mom and Dad, and Dee Dee all sound American, but Dexter has this strange accent that seems to have it's origins in Eastern Europe. Mighty strange for a kid that's supposedly American.
MY theory is, since Dexter is such a devotee of Einstein and Johnny probably digs Elvis, they have such an extreme case of hero worship, they decide to talk like their idols too.
What do YOU think?
(And please no smart ***** answers like"I think you need to stop watching so much tv, I already KNOW this! LOL!!)
(However, much props to Christine Cavanaugh and Jeff Glenn Bennett, who makes both these characters so funny)
