Judging from the softness around Wile E.'s mouth, I'd said it's either from "Soup or Sonic" or "Freeze Frame" the two Jones cartoons from 1979-80 that have the same facial look.

Certainly looks like 1979, but the text says that the cel is from the 1960s. My guess is..."The Adventures of the Road Runner."

Yep, it's from "Adventures of the Road Runner". It's from the part where Wile E. is talking to Ralph Phillips and his friend, about how good road runner meat tastes.
