They're all part of the same corporate family and therefore the websites link to each other. It's likely that CN's website is handled by someone in-house, but it's immaterial for the most part.

The creative side of Cartoon Network is Williams Street (you probably already knew that). They oversee the creation and the maintenance of the sites of Cartoon Network, including the broadband video sites (CN Video, Adult Swim Fix, and Toonami Jetstream [co-owned by Viz]) and the comedy site Super Deluxe.
