It looks heavier than the typical pet costume (at least on the beagle); but mainly it's the entire humorous 'bing your pet to a larp session' aspect.

I am joking about entire ASPCA being contacted.

He has to trade it in for an Amulet of Mighty Fist (Teeth?) +3; hey it's what you get when you have a Druid in the party and no Cleric, and everyone is too impatient to lug the body back to a major temple (or they were just to cheap to spring for the sack of diamonds).

I don't think it's made of heavy material--- it almost looks like it's made using a clay.

Not like it's constructed out of heavy metal or anything. It looks really good, but it's probably just a flimsy rubber material like some of the dog chew toys are made out of.
