These were the 1st X-M:E Burger King toys that never got a promotional relase.

Why does Storm look like she would've just been a recoloring of a X-Men TAS toy?

I recognize most of them, but a couple are unfamiliar. First, who's that guy in the white suit just below the X-EVO title? Also, who's that figure in pink between Colossus and Blob? Is that Pyro, or is he the one coming out of the volcano between Quicksilver and Beast? And who's the one between Jubilee and Iceman?
Surprising they don't have Angel in the group and several New Mutants are missing as well. Particularly Berzerker, Multiple, Sunspot, Magma, and Cannonball.

That's Boom Boom's comicbook design.
This was obviously a very early prototype, before they even knew what Spyke's final design looked like (the one seen here looks alot like the Armadillo version they were going to go with).

Kind of surprising that they were looking into a 28 figure series for this release. After all, the X-Men Evolution series of toys were not likely to carry the hype Star Wars: Revenge of the Sith did during their promotion.

Burger King dropped the ball on this one. They should have moved forward with the proposed toys, but Wagner, you're right. There wasn't enough interest in XME compared to Star Wars...

Have to say I'm glad most of those early designs were scrapped. With the possible exception of Jubilee, none of the "extra" figures match the look of Evo at all.

I think that's supposed to be Cannonball. It looks like it's based on one of his more Liefeldian costumes.

Because the toy appears to be based on her best-known comic book costume, the Jim Lee-era yellow rainjacket with gloves and pink goggles (http://uncannyxmen.net/images/costume/jubilee-bigcostume2.jpg), the same era of tales that the 90's animated series was based upon. Since there are other early designs on that toy sheet that didn't make it to animation, I think it can be concluded that at some point they intended Jubilee to wear a costume other than the standard black Institute trainee costume.
