Pepe doesn't count, because he's a sex offender in 17 countries. In France, he operates an underground network of 'Cathouses' that are said to be siphoning away over 30,000 francs a DAY. Don't mess with the pew...you might get stunk.

if I was a guy, I'd say Belle, she's totally the most incredible Disney animated girl. Mamo-chan is pretty awesome too though....gack....too hard...to....decide *goes insane*

I got misty when, in the episode where Jasmine was mutated into a snake monster by the evil cat-creature, and the one tree with the fruit that could cure her was destroyed, he mutated himself so the two could stay together. Wish I could love a dame enough to sacrifice myself for her that way....

That's a bit like the dopey Tom Hanks movie...y'know, "Splash." Gawd, the ending was so cheesy...

EDIT: I guess I should add my own opinions now

Most romantic characters in animation (or anywhere) are really corny. Very few actually make me smile genuinely at their acts of love.

Though very few here have probably seen it, Chirico and Fyana in the anime "Armored Trooper Votoms" were pretty romantic characters, partly because they weren't comfortable with being romantic. They kicked everyone's butt in the universe together and the ending to the show had that "It's us against the world!" kind of attitude I really like. I enjoy that kind of romance...

Yukino Miyazawa in "His and Her Circumstances..." is an attractive and heartwarming heroine...

And watching _Peanuts'_ Lucy putting the moves on Schroeder is amusing...partly because outside of him, she's a (censored--pet that walks on four legs and barks).

Takeshi/"Brock". A romantic with the drive of a hentai.

Tomoyo/"Madison". As much as she's nuts over Sakura, she knows from day one the boundaries and yet she's still so cheerful. At least CCS2 shows her with a likely special somebody. (It would seem the two of them beat Li and Sakura to it, and had to play matchmaker for 'em) :)

Ichijouji Ken. Whether as the domantrix Digimon Kaiser or the shy, girly thing in the episodes and movie that followed (and not that OOC crap ending)... "Davis" always liked being close to him, inviting him to sleepover and switch pajamas in the middle of the night.... Whatever way you like romance, Ken's pulled it off for that one special boy.

Ok, so he's not a 'toon... but here's a vote for Harry Potter's groupie Colin Creevey....

oh geez.... all of these are more or less stalkers. :o
