I need a little help

I have a really good idea for an action /comedy animated series. I have submitted it to Cartoon Network for review. The woman in charge of new properties has told me it is a great idea BUT that the Network is only concentrating on comedy shorts EXCLUSIVELY and are not interested in developing an action show. :( I wanted to point out the success of JL and Samurai Jack (not to mention Toonami) but knew I'd be fighting a losing battle. The idea, put simply, is like the Powerpuff Girls mixed with Jonny Quest. It would have funny elements but a lot of action too.

My question-where else should I try to send my proposal? I could send it to the big studios but I cant just send it "blind". I'm looking for studio contacts that would seriously review the property.

My suggestion is to just make it. Make up something to show people and then let them react. You don't want to just blab to the networks your ideas for them to steal. I say you make up an animated short and send out the tape to people to view after.
