Q about an old cartoon

a long wile ago i watch a cartoon that took place in a bubble town and the town was under war from a caritor that was a pin coushen that would throgh pins at the buble pepole and kill them
the short was some times edited because of the content

i think it could have bean a 'harveytoon'

if any body knows what this short is was please let me know
