Yes, I'm considering upgrading to an Elite this weekend (selling the core + 20gig HD + component cables + composite cables + wired controller + headset for $300, getting an Elite for around $400, so it's actually cheaper than me buying the hard drive alone... and I want HDMI, just so I can clear up a space on the back of my TV).
I know that previous purchases are tied to the original Serial Number and GamerTag. Effectively, if you bought Castlevania on Live, you have to be online to play the game on the new console. Someone mentioned on a Kotaku comment that you can call Microsoft and get the serial number transferred, though. Any confirmations, or knowledge? It's the same situation if you've gotten a replacement 360 for any reason.
Also... has anyone found the "Order Data Transfer Kit" button on XBox.com?

Apparently, one person gets annoyed at me pointing it out, but Target discount (10%) plus Target Visa discount (10%).

Technically, he's getting it for $412.11
That's the benefit of working at a retail store.

There isn't a way to order it straight off the site other than this.

I heard that (not getting discounts on consoles) only applies during holidays, but you probably know better than I.
I made a strange decision today to start saving some cash for the Elite. It was totally spontaneous.

Most websites report that the Elite doesn't improve on the DVD player, or the loud processing volume, and the HDMI isn't all that great. It's a letdown that the 360 Elite wasn't primed enough to make it a must-have system for me.

Good thing I don't have an XBox 360 in GENERAL! If I ever get the money, I'll stick to the Basic $300 model, thank you very much.

Enjoy your extra purchase of a $100 or $180 hard drive.
(I speak from experience. Hence why I have a white disc drive and an HDD attached)

I fell ya man. I had to buy a core at launch because I wasn't about to wait for 5 months for a premium and after my employee discount at Gamestop (which doesn't apply to new consoles) it ended up costing me around $250 to buy all the extras that come with the premium 360.
Honestly the core system is a waste of money because you WILL have to purchase a memory card or a hard drive and the memory cards are $30-$50 and the hard drive is $100 - $180. It's almost like being an RPG fanatic with a PS2 and no memory card.

Currently, there is no way to transfer your DLC rights over to another console. Someone I know at Microsoft tells me that they're working on a way to migrate rights for people who upgrade to an Elite, but expect to have to sign into Xbox Live to play your Arcade games for a while if you do upgrade.
