This has been a staple of cartoons for years; characters that speak, but can't be understood by anyone else except maybe another character or the characters on the show. Coco from Foster's, Kenny on South Park(somewhat), that one pilot from Dastardly and Muttley, etc. It's a centuries old device, but they usually end up working or being turned on their head by writers.

Here's a few that I can remember:
Mumbles(old Dick Tracey cartoon)
Kenny/Timmy(South Park)
All the Pokemon(Pokemon)-except for Meowth/Mewtwo.
Coco(FHFIFs)
Muttley(DD & M)
Ponygon(Zatch Bell!)
Janemba(Dbz Movie 12)
Boomhauer(King of the Hill)
The GodPigeon(Animaniacs/Goodfeathers)
Sylvester Stallone(South Park episode with Wing & the Chinese Mafia)
salamander(P.P.Dash!)-don't know if he counts, he kind of speaks when sentences come out of its mouth which you'll might not understand what he's saying at times, which it's interesting/weird.

The two that really come to mind for me are Opie from Family Guy and The Go-Go Gopher that always just babbled incoherently while the other one translated.

If webtoons count then Mr. Malice from Bonus Stage who would "speak" by sprouting out random files with subtitles (like say ants marching of Megaman 2 music) instead of actual dialogue.

Porky from Hanna-Barbera's Little Rascals series must count, as usually his speech had to be translated by Buckwheat. I don't recall whether that happened in the theatrical shorts.

What about the Father bear from Hillbilly Bears. I remember there was a short commercial with him on Cartoon Network some years back and he seemed very hard to understand.

Does Boomhauer really count, though? He talks fast and basically speaks in small phrases, but you could understand him if need be.

Donald still has unintelligble dialogue, it's just somewhat easier to understand though.

There is a girl in Home Movies that has unintelligible dialogue except when she's singing (I forgot her name, but she's in Bye Bye Greasy)
