I was browsing TV and on Toon zone was power rangers mystic force and the pink ranger vita did the sailor v victory sign exactly like sailor venus. so that was pretty cool.

It's a standard "Victory" thing, and it was shamelessly (and awkwardly) taken from the equivalent episodes of Mahou Sentai Magiranger.

Because that pose was from Magiranger, and they have to have some sort of 'explanation' to fit with the footage.
