Where does JL fit?

Bearing in mind that I haven't read anything Bruce Timm has written about JL- I want to know where JL fits into continuity. Is it supposed to be in the same timeline as BTAS and STAS? I know Supes and Bats know identities in JL, but it seems to me that it "fits" better earlier in BTAS, as opposed to after TNBA. The costume for batman is more like BTAS, and it seems to me that everyone is kind of inexperienced. It would be cool if this is an alternate timeline, and it would explain a few things.

This actually takes place roughly two years after the end of BTNA and STAS - that's why Supes looks older. Bats has been known to change his costume quite a few times so it's basically whatever he decides to wear at the time. I don't think it fits well earlier because people would have no reason to distrust Superman - now though they've already experienced Legacy and this should play out more in the Warworld eps...
