Bruce adopts Dick...issue #?

Anyone know which issue (Batman or Nightwing) and the number, where Bruce tells Dick that he's actually adopted him? Thanks ahead of time, to whoever responds!

It was in Gotham Knights, and I want to say it was #15, but I'm not sure. It's definately in the teens, I just don't have the books anywhere near me to check.

I believe that Bruce was just a legal guardian.

So it's in Gotham Knights #17? And yes, Dick did go under Bruce's care after his parent's were murdered, and he became Bruce's ward. But In all of the years since that, Bruce had never actually adopted him, he had never gone and gotten a certificate that said that he adopted Dick into his family. So, yes, Bruce did adopt Dick when he was little...but then again, he didn't,lol.
