Walt Disney created Mickey Mouse (then Mortimer Mouse) in Kansas City back in the 1920's but soon left for Hollywood. Thru the years, the birth place of Mickey Mouse has been left in ruins, and the building was slated to be demolished until somebody who formed the company Thank You Walt Disney, Inc. (http://www.filmkc.org/walt/walt.html) bought the ruined building and committed to rebuilding it. Hopefully, the project will be done soon, but it will cost $4 million dollars. The outside of the building will be restored to look as it did in the 20's, but the inside will feature a theater among other things, and some of the offices will be restored, including the only remaining office as of now, office 214, where Walt spent his time working on his animation when he was in that building.

Actually, Calhoun07 it was Ub Iwerks, one of Disney's leading animators, who created Mickey Mouse. The belief that Walt created Mickey has long been a common misconception (even to some animation buffs). By the time Mickey was created (late 1927, but he didn't make his premier until a year later), Walt had moved his studio to Hollywood. He did this after he filmed the pilot for the Alice series in 1923.

Who usually creates characters, the producer, animator, director, or someone else?

That is interesting. Was the character Ub Iwerks called Mortimer Mouse? Did Walt make him Mickey and call him his own? And did this really happen in Kansas City? Or was Mortimer Mouse created there and then changed to Mickey Mouse in Hollywood? Is the claim valid for "Mickey Mouse's Birthplace?"
