Why no Dual Language Prince of Tennis DVDs yet?

There have been 10 dubbed episodes of POT released on Toonami Jetstream. So how come they havn't put like 2 dvd's out with 4 episodes each dual language out yet? Or do they only have the rights to dub them for online play?

I'm guessing that they intend 13/26 episode set route.
