What's with the Negima Figurines coming with the DVDs?

Are they packaged at random or something

I got volume 2 and it came with Evangeline, but it wasn't in her school outfit but her Vampire one. Howeve it showed the Class Rep. on the Box spine when it mentioned the Figurine being included

Then I got volume 3, which i thought would be the same character on the DVD cover as well, but it's the Class Rep. figurine who was not on the cover.

So I'm confused

My best guess is that they had a "package error" when it came to the picture of which figurines will come with volumes 2 and 3 of Negima.
