Does Batman consider the JL to be his friends?

I think that would depend on how Bruce defines "friend." Obviously, Bruce isn't the sort to take a bunch of people down to Bennigan's for a drink or two. He's far too dark and brooding to every truly develop a buddy-buddy relationship with anyone. However, I think that he does have friends under his definition... they're people that he trusts, at least partially, in battle. Now I know that definition sounds a bit like "comrade" but that's about as close as Bruce gets.

I agree with MH. I think Bats does consider him his friends. But, his term "friend" is very different as opposed to like Flash's. Flash loves everyone...especially the ladies,lol. Batman is a lone wolf by nature, but he does have allies. And close allies would be friends, like Nightwing, Robin and Batgirl.

I think that Batman is a friend of the JLA. Take the end of Batman Beyond "Return of the Joker" for example. Despite his bitterness with Tim Drake and Barbara Gordan he still meets up with them at the hospital and he even apoligizes to McInnis. Bruce is alone because people often get in the way of his secret life as Batman. He feels that it's his and only his calling early on but with the JLA he appears to be a little bit more cooperative. He even beeps Superman for help. I mean this is Bruce here and follows Superman to discover Marsion Manhunter. Deep down he trusts Superman and the other heros I think but again these are sci-fi characters that we're talking about and none of this is real it's just interesting.

I'd love to see Batman hook up (in the sense of a 'dynamic duo' in a few episodes, not romantically) with Hawkgirl. She might learn a few detective tips from him (or vice-versa). And I'm thinking she'd love to see the Batcave. Or has she already seen it? I haven't seen too many JL episodes yet.
