My friend got a PSP and he wants to put movies into it, but it only wants MPEG-4 movies, so we got Roxio Easy DVD Copy 2 but it turns out that it only works for DVD’s ( go figure ). So anyways is there any other way to put videos into a PSP without them being a MPEG-4? And if not dose anyone know a good program to covert files to MPEG-4? Thanks.

There's literally tons of programs for converting videos... I use PSPWare. It syncs your game saves, iTunes playlists, movies, etc. And it's definitely worth the full price, if you do decide to buy it.

PSPVideo9 is a great, free tool that allows you to resize/convert stuff into PSP appropriate formats.
