Let's not just think in terms of power either. I guess alot of these people are comic villans though :D
Maybe one of the DBZ villans with powers like Buu, Cell, and Freeza (Freeza has a whole army at his disposal.)
Darkseid would be dangerous, see the way he nearly took Earth? If Orion and Co. hadn't shown up we would have been dead.
Maybe Thanos from the SS cartoon (with the infinity gauntlet)

If you've seen the last season of Sailor Moon, then my vote would be for Galaxia. She would have, SHOULD HAVE, completed her conquest of earth had it not for the oh-so convenient deus ex machina plot device. So very close--she had already snuffed out half the souls on Earth and almost ALL of the Sailor Senshi.

Galactus. He would just eat the world and be done with it, and we have no Fantastic Four to stop him!

Yhea, the eath wouldn't last long. But the most threatening would be Moo from Monster Ranchers since Galactus would just eat the earth it would be just a short death while Moo goes for global domination (and he doesn't seem to mind slavery). He has a huge army plus in his complete form on the Phoenix can defeat him. Oh yhea he has a better track record of success then more villans.

Well, for a villian who would love to torment the earth that we would stand no chance against? MOJO JOJO!

I don't really see Galactus as a villan. He's just a guy who has to eat to survive (just like us), he only seems evil to us. Do you think about the cow or chicken your going to eat?

Only because I wonder if they are infected with some hoof and mouth disease or mad cow disease, so yeah.
BTW, do you have to pray over left overs? Isn't that rather redundant?

Yes but there really isn't something that can eat Galactus now is there thus he is takeing nurturance away from the universe

Well in most parts of the world Humans don't have to worry about being eaten, does that make us villans?
BTW: If Galactus where to die the Marvel Universe would die with him. He is like connected to it. So yes he is taking away, but in essance since he exists he is also substaning.

Yes but when you die you decompose, being in a casket will only mean it will take longer for the bodey to brake down but eventually the body will. Also when your living you body gives off waste by products which evenually does get broken down into nurturance.

Heh could you imagine running into Galactus's waiste? Life force charged waiste, touch it and get superpowers :D. Heh don't even need to become his herald.
Anyhow, again I say that Galactus is more of an anti-hero/or maybe even a force of nature more then a true villan.

Galactus is a total villian. No getting around it.

Somehow, I think Dr. Doofenshmirtz (from Phineas and Ferb) would be a mere annoyance that the police could handle, without the help of a platypus secret agent.

Lots of choices here: With Cell, Freeza from DBZ, Galaxia, Queen Beryl from Sailor Moon, Galactus, Dr. Magneto, Apocalypse from the Marvel universe.
Another vilains we should be afraid like King Vega from Grendizer/Goldorak/Goldrake with his henchmen like Hydargos/Blacki and a full array of saucer animals robots
http://img53.imageshack.us/img53/5889/hydargosetunsoldatyc2.th.jpg (http://img53.imageshack.us/i/hydargosetunsoldatyc2.jpg/)
http://img695.imageshack.us/img695/8490/78175557.th.jpg (http://img695.imageshack.us/i/78175557.jpg/)
without Goldorak(Grendizer) and its allies, we're toast.
Also to include more down-to-earth vilains, some use often the ruse to trick us like Treize in Gundam Wing or pretending to get an innocent attitude to some peoples who don't suspect a thing like Vicky in the Fairly Oddparents who could torture us or a evil teacher like Mrs Gorf in Wayside who could turn us into apples.
Some peoples who decide to be an antagonist (not as vilain as Vicky however) to be ahead of the game like Justin in Total Drama Action until he was surpassed by someone else who was more bossy then ever like Courtney. Btw, should we include the host of TDI/TDA Chris McLean, he's not a vilain but the challenges he do to the contestants look like some torture?
Trigon comes to mind. He killed the entire planet instantly on Teen Titans, with the Titans themselves only surviving through magical protection.
The evil armies of Star Wars are also definite contenders. They easily have the manpower and technology to conquer Earth in a matter of hours. Alternatively, the Empire could just use the Death Star against us.

Who the hell's Demona?
Wikipedia is your friend.
My vote would go towards Hannibal Roy Bean from Xiaolin Showdown, because he is literally a demonic bean.
The Covenant (evil alien empire from Halo) is another definite threat. 25th century Earth with all its technological advances only survived because they wanted to dig up Forerunner artifacts before glassing us. If they showed up in the real world, we'd be incinerated in no time flat.
The Flood (evil swarm of zombie-creating parasites from Halo) would be equally bad. They'd eat us alive.

Plus, With No Batman, the Joker Would Rule New York. Or As It Is Called In Batman, Gotham City.

"And like a child opening his Christmas presents, I must say, that it's sadly anti-climatic. Behind all the weapons & Batarangs, you're just a kid in a toy suit crying out from mommy & daddy. It would be funny if it wasn't so pathetic. What the heck, i'll laugh anyway!" - The Best Villian Ever

Cuvier, from Batman Beyond.
I tell you, if he existed, along with the needed technology to splice human and animal together, it would be quite the mess we would live in.

Some of the villains in ghostbusters were pretty scary...
I never really saw much of the Ghostbusters cartoons except for Extreme Ghostbusters. Although along those same lines I always thought that the villains from the 13 Ghosts of Scooby Doo were pretty scary and could definitely take over the world if they were real; the ones from that show that were the scariest IMHO though were Time Slime(using a device to speed up time to the day that he could take over the world was pretty ingenius, Maldor(putting a princess and then Daphne under the sleep of the centuries reminded me a lot of Snow White or Sleeping Beauty). Actually Time Slime technically did take over the world(Vincent Van Ghoul had to take Scooby into the future after he quit the gang to show him what would happen to the world and his friends if he didn't go back to mystery solving and ghost chasing).

My vote goes for Voldermort.
But Voldermort isn't a cartoon... unless there's an animated version of HP that I don't know of.
There's a bunch of villains on my list that I would consider to be pretty big threats to our world... but my top one is Buu from DBZ. Anybody who can turn everybody into candy simultanously and blow up an entire planet afterwards is right up there on my list.
Actually, just about any villain who wants to take over the world/destroy it and has the brains and resources for it can be major threats.

Yah, but he turned good. So should he count?
I'd say Cell from the Dragon Ball Z universe.

I'm definately talking about when Buu was evil. I'd say Frieza and Cell are just as bad, but the only episodes I was able to watch were the ones in the Buu saga. Super-Buu was flippin' crazy-scary.
@Chalmers: Sorry, that was a type-o on my part.:sweat:

Not to mention that she has successfully killed some humans already (such as the little murder spree in City of Stone Part 2).

Megabyte
(From Reboot)
You want a REAL threat to humanity and the real world we live in? Look no further than Megabyte of Reboot fame. who is in fact, a computer virus.
Now granted in the original series (Seasons 1-3) , Megabyte's original programming was in fact turn "Mainframe' (a computer, possibly yours), into a heap of smoldering circuits and crashed hard drives. And he even wanted to infect "The Super Computer". (Think of it as him infecting the computers at "The Pentagon" or "The Kremlin" and then imagine if he got hold of the world's ICBM launch codes and launched all of them at the same time... Can we say War Games?)
But in Season 4, Megabyte took on even new and deadlier forms. He evolved in our "Web" and took on a virulent strain.. that of a "Trojan horse Virus", one that constantly can shift at a moment's notice.. and his plan?
Well he's a computer virus... and can infect anyone's computer. So please, don't open that attachment... he could be lurking there... waiting to turn your computer into a wreck.
And if you though Megabyte was bad enough... We got another computer virus that actually almost succeeded in bringing down the "Entire Network/World Wide Web" that Mainframe was connected to.
I'm talking about:
http://images1.wikia.nocookie.net/reboot/images/thumb/c/cb/Daemon.jpg/300px-Daemon.jpg
Daemon
(A 'Super Computer Virus')
Now in Reboot's Season 4 episodes (Called Daemon Rising), This beautiful looking virus had a dark evil and dangerously sinister side.. to infect the "Net" (or in our case, "The Web"). and what's worse? She did it without using 'ports'.
And what's even more sinister is that she actually did infect nearly the entire web with her evil viral format.. that of a "Kron" virus, a virus that counted down towards zero, and would turn the entire web into an eerie, and quiet place.. with nothing going on.. literally.
and the irony here? We actually live with tens of thousands of computer viruses... to ruin our lives, make our computers miserable, and to even steal our passwords...
So lock your files, put up firewalls on your modem, router, and even net card.. Cause while Daemon might be history, Megabyte and his "Trojan" capabilities are still there... and if he ever gets loose again from Mainframe and even more deadly then ever, well then .. we're fubared... literally...
