There are lots of cartoon characters that are dumb, and some are more stupid than others, but I wonder. Who do you think is the most retarded idiot in all of animation?

Heres a list:
The fat Cluemaster from Batman, I know he's smart and he had a neat escape plan for his midgets that was just copied from the classic "The Italian job" but why is did he try to be evil if he can't fight?
Axe hand Morgan and his son, they're just stupid in general.
Panda Bubba from Xiaolin Showdown, because even his goons could beat him up, plus his use for the Shen-Gon-Wu were kinda stupid.
Jack Spicer, he can make good machines and he thinks he's evil and cool but he can't even fight.
Shao Kahn, he dresses in a stupid outfit and is just dumb in general too.

Timmy isn't as stupid as a lot of people say he is... after all, he's been able to express his emotions before--most notably in "Up the Down Steroid."

Normally I'd agree with you, but Billy did have a good moment in that episode about the alien Grim Reaper:

I think the dumbest cartoon character is Kronk from The Emperor's New School, just based on the fact that he's startled every time he discovers that Principal Amzy and Yzma are the same person. If you can't remember something extremely simple, there must be something wrong with your IQ. (I was going to say Homer Simpson, but he's a genius compared to other characters out there.)
