I have a couple: "Is this trip really necessary?" and "Dumber than advertised!"
I sort of like "Turn out that light!!!"

Two phrases from WWII - which are they, and how did they originate?

Well, I don't know when they specifically originated, but "Is This Trip Really Necessary?" sounds like a slogan used to conserve fuel, while "Turn Out That light!" has to do with air raids or blackouts.
The slogans are sort of topical today even, you could enterpret then as conservation messages.

and try to walk everyplace you go, don't leave the water running, and turn out the lights when you aren't using a room because "the power is yours"

Now for an additional idioticity -
Remember the radio routines 'testing the emergency broadcast system'? This scheme is known as the 'Connlerad' (not certain of the spelling), and dates to a time when missle guidance systems 'homed in' on any radio-frequency transmission (because radio transmitters were in/near population centers).
This technology has not been used in over 50 years, but STILL we have the idiot beeps.
The idea was that most tranmitters would be shut down, with only a few broadcasting for short periods to avoid giving such missles 'homing' info.
Sleep well, the geniuses which bring you these broadcasts are guarding you...
(for this we pay taxes? we can get stupity for free...)

Not sure it can be called a phrase, but the line that cracks me up every time is in Hair-Raising Hare:

That qualifies as a phrase alright! A darn good one too. The guy with the blackface avatar of THE MAGICAL MAESTRO really caught me off guard. Many people followed my suggestion of suicide Sunday, but this guy showed up with a blackface gag. I'm not complaining by any means. He's ahead of the game, because blackface avatars was gonna be the theme for next Sunday. I'm actually amazed at how this gag was cleaned up on Cartoon Network.

I should've said "altered" instead of "cleaned up". Cleaning is usually done when something is dirty, which is not the case in that cartoon.
You mean Inkspot, he has a sort of facination with blackface gags, and I think someone once said that blackface gag from Magical miestro was meant to impersonate a singing group called the Inkspots (or something similar), so it fits his username and personality perfectly (IMO).
