The Daily Telegraph asked this question. No answer to that specific question, but here's how long it takes and how much it costs. (http://www.portal.telegraph.co.uk/news/main.jhtml;$sessionid$KEUML2IAAA5DDQFIQMFSFFOAVCBQ0IV0?xml=/news/2002/01/10/nbbc10.xml&sSheet=/news/2002/01/10/ixhome.html)

The BBC's too busy injecting state-produced propaganda in its news reports to change lightbulbs, obviously.

Speaking of that, my parents worked at CNCP Telecommunication. During the 60's CNCP wanted to streamline and make workers more efficient. Anyway CNCP wanted to do this but didn't want to pay for someone to watch the workers for the data so they came up with this idea that every worker had to fill out a form every 15 mins explaning what they are currently doing the problem is it was a big form so it took more then 15 mins to fill them out. As you can probably see it led to some problems.

We have a major TV corp that is overrun by the middleman. It's public funded and now rife with many irrelevant roles in the hierarchy that were conceived which didn't need to be there.
A total mess and the biggest joke is that if you have a TV - regardless of whether you watch the BBC, you pay for this inept waste of money.
