Yes it is. I did a Google search on "Tuna Empire" and a few of the figures on the cover.

This is such a manga, beautifully drawn and side-splittingly hilarious, if you're not offended by the references as it parodies everything from Christianity to recent news events, with movie refences a plenty. It starts off with the heroine, a manga artist, barely escaping the tragedy in New York and finding herself in Afghanistan, a slave to Al Qaida before liberating them with sexual freedom. A parody of Rei Ayanami from Evangelion also does her thing for world peace, initiating a world leader gang-bang that involves Bush, Saddam, Japanese prime minster Koizumi and North Korean leader Kim Jong Il, until Bin Ladin crashes the party. Dozens of parody references in this manga, including the Twilight Zone, The Matrix, Monty Python, the Wright brothers, Titanic, Morning Musume, famous cooking manga Oishinbo, Gladiator, Planet of the Apes and many more. For sexual fetishes, there are many as well, including tentacle monsters, bondage, gag balls, facials, gang bangs and more, all done so tongue in cheek it could arguably be called ribaldry. This is one of the funniest mangas we've read in a long time -- but not for the sensitive or easily offended. An incredibly wacky 190 pages by Maguro Teikoku (Tuna Empire), with liner notes (in Japanese) on the inside cover. DO Comics.
