I saw the beginning of Bartholemew vs. the Wheel and that cartoon looks like it was made by kids. Why did cartoons have such crappy animation/background art in the later years?

That film was made in the style of James Thurbur. It was an attempt to be artsy, and to keep up with what was going on in the modern art world.

Too bad it wasn't released ten years earlier. It would could've possibly won the Oscar.

Certainly not the same quality as a James Thurbur work, though, if you ask me. If you like this cartoon though, or even if you don't, find some James Thurbur. He does humorous short stories and cartoon panels and stuff. Very good writer.
