Were Terrytoons and Harveytoons produced by the same studio?

No. Not at all. While they both were pretty much the only New York-based animation studios (virtually all others were strictly West Coast), they were not part of the same studio. Paul Terry is for a long time the owner of Terrytoons while Harveytoons were actually originally called Famous Studios. It's just that later on, their library of cartoons was sold to the Harvey Studio and repackaged as Harveytoons.
Also, keep in mind that Terrytoons characters were different from Harveytoons character. While Terrytoons gave us Mighty Mouse, Heckle & Jeckle, Sad Cat, Deputy Dawg, etc., Harveytoons gave us Herman & Katnip, Casper, Little Audrey, Buzzy Crow, etc. and you'll notice neither sets of characters ever appeared together on the same show (unless it was a compilation show that showed cartoons made by all studios).

Also, the Terrytoons were released to theaters by Fox, while the "Harveytoons" (which, at the time, were not called that) were released by Paramount Pictures.

---all of the Noveltoons, Modern Madcaps, Kartunes, and Screen Songs were all squeezed under a HARVEYTOON banner when bought by Harvey. The major stars (Casper, Herman & Katnip) still got their own banner, while other major stars like Little Audrey and Baby Huey got their own banner for the first time ever!

Didn't Little Audrey have her own series/banner during in the theatrical years? I know she appeared on her own "spinning star" opening like Popeye and Little Lulu did. Plus, Audrey had her own theme song like Casper and Herman & Katnip did.

Ooops! I guess that spinning star logo counts. But it wasn't used again after "Dizzy Dishes", since that's when the new (and not as enjoyable) Noveltoon theme started, and Audrey just had her own "Featuring" title card. But to set the record straight, ALL of the Little Audrey, Buzzy, Baby Huey cartoons were under the Noveltoon banner. Casper didn't get his own series until 1950 ("Casper's Spree Under the Sea"), and Herman & Katnip didn't get their own until 1952 ("Mice-Capades").

Apparently in a cost-cutting effort, all of the opening title themes were shortened in late 1955, (except Popeye, which was shorter than the others already). Capser and Herman and Katnip got the new shorter themes (sans lyrics), and since they were starting to run dry on Little Audrey stories by 1955 (actually, they really started runnig dry in 1950, but that's another argument), apparently it was decided that Winston Sharples didn't have to come up with a short version of her theme and those cartoons were given the new Noveltoons theme music.
I actually like the 1955-65 Noveltoons theme, though the opening drum and horn intro to it for the Modern Madcaps doesn't fit with the rest of the music. BTW -- The longer title themes with lyrics would return in the 1960s, for the Goodie the Gremlin, Laddy and his Lamp (ugh) and Honey Halfwitch series.
