Much like the JGA, it would appear as if Bruce Timm and company are going to invent villains that are not quite Golden Age villains.
If you check out the JL archives on Comics2film.com there's an article about Corey Burton doing voice work for the Legends episodes. In the article he reveals that he'll be doing the voice for a character named Dr. Blizzard.
Could this be a version of the Icicle? Who else do you think that the creative team will reinterpret?

well i don't mind new bad guys
i they are done well like in Batman Beyond, then it would be awsome to have another lethal villan right up there with joker and metallo
but i just don't them to go and be like, um yeah this is the new bad guy, we're not sure what he does, but he's bad

It will probably be an interpretation of the old Injustice Gang or old Injustice Society.

Not a bad theory, but they'll need to be selective as to who they'll interpret. The Shade, Solomon Grundy, and Vandal Savage will appear on their own this season in unrelated episodes.

IMO Dr. Blizzard could be Captain Cold, who is both from Flash's rogue gallery and was a member of the Legion of Doom. If you see him in the Superfriends parodies on CN, he looks blue and wears weird glasses and a fur-lined coat.
I think that we could see a mad scientist-type villain on the team. They were pretty common during the golden age. I wonder if they'll use other members of the Legion of Doom who aren't making other appearances as templates? I'm sure that they became aware of some good ways to parody the Riddler during BTAS.
