I'd love to hear your ideas. Personally, I'd like to see Ra's Al Ghul put his "world cleansing" plan into overdrive. He could use Poison Ivy as a pawn in his sinister game. Also, this could be dtv where Batman teams up with another hero, perhaps Green Arrow or  Nightwing.

There are many Batman villains who need more exposure, and many that are more than deserving. I think a DTV should feature one main villain and perhaps a cameo by another at most- each villain deserves a whole DTV to themselves, so that's what I want.
So who? Ra's is a great pick, so is Ivy, and I think a DTV featuring them would be sweet but... I would go with the Riddler.
Why? Because of many factors. He definitley got the shaft in B:TAS, appearing in only three episodes, and he deserves better. In Batman: Animated, the Dini mentions how it was hard to write a Riddler story with only twenty minutes to work with- so, simple solution- make a Riddler DTV. He has always been a popular villain, and could weave a great story.
My plot? Here goes:
Riddler gets out of Arkham via complex escape method that shows how smart he is, one that I'm not smart enough to come up with. He is determined to come up with a way to defeat Batman in a battle of wits, and figures that discovering his identity is the best way to do so. He starts commiting calculated crimes and leaving his riddles behind, that takes Batman onto his trail- but we have a twist! Suddenly Robin and Batgirl go missing! Oh no! It turns out our dastardly riddle boy has adbucted Batman's two young partners. Oh no! Batman has to defeat Riddler in the ultimate battle of wits to save them... Can he do it? Or will Robin and Batgirl become mulch? Same bat time...
Okay, no I'm getting carried away.

I would love to see that in a DTV.

The No Man's Land storyline from the comics would be an awesome DTV

Most definetly! NML animated, that could be really cool, or reall bad, lol. I'd like to see that. But I'd more like to see Nightwing going to Bludhaven...but what can I say, I'm Nighty obsessed!

NML would be awesome but I doubt you can put all of that on one DTV, NML deserves it's own series.
I'd love to see a Two-Face DTV, dealing with Harvey's past and present, including the fall of Rupert Thorne!

This would be a good idea especially as I have been wanting to see some Rupert Thorne stuff for a while.
