I recall a messageboard-like system called a newsgroup that was devoted to warner Bros. cartoons, "alt.animation.warner, or something similar. Is that still around, and if it is, how to I get to it?

Yeah, I think so. But it waas called "alt.animation.warner-brothers" I think.

You can find WB shorts in MPG format at
alt.binaries.multimedia.cartoons.looneytunes
It helps to have a broadband connection to download them, of course.
If your newsserver doesn't carry it, you can request it.
