Best Website provider?

I'm in the process of building a website. What is the best Website provider? Preferably a "free" one? :D

Geocities and Angelfire are alright. I use Geocities. Of course, they won't let you link pictures to other websites. And whenever traffic to the website gets too high, they send you annoying e-mails trying to get you to buy one of the "better" packages. {shrugs}

I've used Tripod for a while, they're pretty reliable. Although they won't let you link images to other sites either. The Free Site (http://www.thefreesite.com) has a good listing of other free web space providers.
