I'll take a stab, and say Terrytoons. It's definitely their style.

The artist's name looks sorta like the Terrytoon director Mannie Davis.

Looks like you and I are the only ones interested in this baby!! You're right that it does scream the Terrytoons style. It actually bears an inscription, which the owner reads as "Tessa '41" (looks like that to me also, but in theory could be badly written form of "Terry '41"). Iffffff it's really from 1941 then given the subject matter it would almost certainly have to be
"The Stork's Mistake " (rel. May 29, 1942) by Terrytoons. Buuuuuut there is an anomaly with that... "The Stork's Mistake" was in black and white, while this very, very old cel is in c o l o r !!
I've never heard of them painting in color but filming in black and white, buuuuut...

..."Explanations Mr. Spock...???"

Well, the only way to make sure would be to find a print of the cartoon and compare it. Maybe they had extra color paint that they couldn't store or something at the time, or maybe it was an artistic experiment to see if color paints would produce prettier shades of grey. Maybe the cartoon was supposed to be in color originally, but they changed their minds, or maybe that isn't even a production cel. Did the ink and paint people ever get cels they could just practice on? The only other explanation I can think of is that it isn't from "The Stork's Mistake," but from some color cartoon of the time, used as a throw away gag.

It's a nice looking cel, though...
