The first Betty cartoon was Dizzy Dishes, which premiered on 8/9/30. As you probably know, she looked a lot like a dog, and her appearance evolved a lot until she finally became a true human when she lost her dog ears, which changed into earrings in Any Rags (1/2/32).

Popeye is a little different, because he was adapted from a comic. The cartoon version of Popeye premiered in Popeye the Sailor on 7/14/33 (technically a Betty cartoon, released in that series, but starring Popeye, a clever way of exposing Popeye to the public) but the comic version first appeared on 1/17/29 in E.C. Segar's comic strip Thimble Theatre.
