regarding the Toby the Pup cartoons

Yup. They're in the public domain all right, but only three of them exist ("Toby in the Museum," "Toby in Circus Time," and "Toby the Milkman.")

"Halloween" also exist. It aired this year in german and france television.

I have "Toby the Milkman", "Halloween" and "Down Douth" (this one also exist).
The three cartoons aired between 1995 and 2001 in german and france TV in a series called "Cartoon Factory" (88 half-hour episodes) which shows old (mostly b&w) PD cartoons. The cartoons are in english language with german subtitles.

The other toby cartoons (Museum, Circus Time a.o.) aren't shown in germany until now.
