I know that I have seen several cartoons that were produced after 1934 (which is when the production code was enforced) where cows were drawn with udders. One example is the 1941 Mickey Mouse cartoon THE NIFTY NINETIES. How did that get past the Hays Office?

I don't believe there was any specific anti-udder mandate in the Production Code. No doubt about it, though, the kind of extremely exaggerated depiction of that organ and the raw humor derived from it, like you'd see in early-30s cartoons, became less common as the years went on. I think this is most likely due to the increasing sophistication, both in drawing style and humor, of the cartoon form as the years went by. Whether that development was good or bad is another question!
