I have an old theme from a Superman show that says at the beginning it is brought to you by the United States Treasury Department!!!! So they didn't just put out our money in the past, but they did and old Superman TV show? When did WB acquire Superman?

I'm not sure on this one, but I think they were just an advertiser for the show, which was typically announced before shows way back when. You know... "Howdy Doody is brought to you by Ovaltine!"
Interesting that they advertised... what did they say? "Hey, we've got money!"

They were probably selling War Bonds...or Not@War Bonds...

I think Hatter has it right about the sponsorship. As for WB getting DC: Apparently it was almost the other way around. A conglomerate named Kinney National Services purchased the company that owned DC and then about a year later purchased Warner Bros. Kinney Services eventually changed its name to Warner Communications, the "Warner" in "Time Warner." After the merger with Time Inc. there was a reorganization, and DC (which had previously been part of the publishing division) was relocated under WB's direct control.
