Of course, there's a lot of overlap and some of the villains are arch-enemies of other versions of the heroes, but this is pretty much how it breaks down.

Well, they kinda do. Solomon Grundy started out a Golden Age Green Lantern villain (Alan Scott), but has since become less defined. He's been a Batman villain (most notably in The Long Halloween and in Dark Victory) because that GL was from Gotham City.

As for Kanjar Ro, I think I screwed up: he started out as a Justice League villain in the Silver Age, but became a Hawkman foe in the Hawkworld mini-series (which arguably makes him Hawkgirl's foe now).
