Was Jim Balent's Selina Kyle/Catwoman inspired by Penthouse Pet Julie Strain?????,

They have the same face, same hair, same buxom figure, and Julie Strain was crowned "Pet of the year" in 1993, the same year Jim Balent's Catwoman monthly debuted.

Thoughts?????

Nahh, I think much like Liefeld, Balent has a specific, undeviating character type that all his women conform to. Whether it's a conscious choice or not, you'd have to ask him.

Balent women are like the inversion of Frazetta Girls--they come from a land where no cup size under DD exists, women have adamantium spines to hold themselves up, and they also have voluminous, frizzy hair because it's really easy to draw.

I can see the comparison you're making, but I think it's less a likeness/homage and more that's about all he can do. Look at his Tarot character side by side with Catwoman and judge for yourself.
