Blight(Derek Powers) set it up, but his right hand man Mr.Fix-it(that was his name, right?) probably did the deed.

Yeah, I believe it was Mr. Fixit, I think when Terry first got the suit he used it to spy on Fixit and overheard him telling Powers that he killed Warren.

Presumbably it was mr. Fixx (not sure if it was 2 x's on his name, but there was no 'it' ), seeing as right as terry left we see Fixx in the car outside the home of Warren McGuinness

Fixx was last seen accidently electrocuting himself on a hover-transport's controls during a fight with batman, just as the ship crashed into the Gotham bay (with cannisters of nerve gass falling everywhere, iirc).

Blight(Derek Powers) set it up, but his right hand man Mr.Fix-it(that was his name, right?) probably did the deed.That's exactly what happened and they tried to make it look like the Joker's did it. Terry realized that Powers was behind it because he found the disc his father had on him when he died that showed the chemical weapon Powers was making at Wayne Industries. (Now that's a run-on) He brought it to Bruce and that's when Bruce got involved. Terry stole the suit after "Batman" wouldn't help and had told him to go to Comissioner Barabra Gordon. Terry was stopped by Powers in a limo and threatened. That's when Terry took the suit and went after him. Thus "Rebirth" began.
