That is a good question. Superman is one of those characters they constantly empower and depower to fit the year, villian, circumstance, etc...
I think as a rule Superman is the strongest "non-god like" character in the DC Universe.
Does anyone know differently?

Well...in their first meeting, Superman encountered Mongul on a planet where his powers didn't work. So...yeah.

Mongul was no Superman when it came to strength (he's dead in the comics by the way). Neitheir was his son Mongul Jr. (also dead).

I was under the impression that Superman is the is the strongest "non-god like" character in the DC Universe that resides on Earth. But I'd read the comics that much anymore, so I could very well be wrong.
However I suspect that in Warworld Superman and Mongul will be about equal strength wise, with Superman being just a bit stronger. Or at least he will be once his "Darkseid Stomping Rage" TM kicks in. :D

In the TPB SUPERMAN: EXHILE...Mongul took Superman captive on Warworld, and forced him to fight gladiators.

Well according to the only episode descriptions released so far Warworld is going to be about Mogul kidnapping Supes and forcing him to fight gladiator style. So I'd say that it's based somewhat off of EXHILE.
But since Mogul does kidnap Supes in the episode, well that's why I suspect that they'll be at about the same level when it comes to physical strength (more or less). I mean, why would Mogul kidnap somebody who is insanely stronger than he is and then have him fight for Mogul's amusement? And don't chalk it up to Mogul having a huge ego.
Personally when Warworld airs (which is one of the episodes I'm looking forward to the most) I hope they toss in Lobo as one of the combatants Supes has to face off against, even if it would only be as a brief cameo. How sweet would it be to have Superman enter the arena where Lobo goes on about how he's going to mop the floor with Supes big red "S" followed by Superman proceeding to beat the snot out of Lobo.

I have read only one story with Mongul, the one from the Superman's Greatest Stories TPB, and it seems like Mongul is a decent fight for Superman. Wonder Woman's attacks hurt her hands and do nothing to hurt Mongul. When Superman fights Mongul later on, he's only able to actually hurt Mongul when he uses his heat vision. Hitting Mongul and sending him flying around the room doesn't seem to hurt the guy at all.

Thing is...will it be sans powers like EXHILE? Or weakened?
Because in EXHILE, Superman was given weapons, which he wouldn't use.

This episode will probably be a super hero version of Gladiator(great movie). I can't wait. This will probably be my favorite storyline of the season.
