Tom goes to the mayor
Aqua Teen Hunger Force (especially later eps)
Space Ghost Coast 2 Coast (ditto)
FLCL
Anime Talk Show (if that counts)
Robot Chicken
Episodes:
Sealab : Quinns Vacation, Tinfins, Fusebox, 7211
Samurai Champloo episode 1 (with all the quick scene changes)
Whichever futurama ep it was with the harlem globetrotters (i remember when that first aired on fox ad going, what the hey??)

FLCL is the most surreal show I've ever seen. And even though it doesn't come until the 28th, Paranoia Agent should definitely have a spot on the list. I saw the behind the scenes at AS's website as well the intro and ending at ASF; boy are they freaky.

I'm just going to go with Aqua Teen Hunger Force in general. Sealab 2021 is up there but ATHF takes the cake for most surreal in my opinion. I have never seen Samurai Champloo,Robot Chicken or Tom Goes To The Mayor before,though.

Samurai Champloo has it's equivalent to Mushroom Samba down the road. Adult Swim comedies are generally surreal.
