What is static shock?

Can somebody please tell me what static shock is? All I know is that Batman, Robin and the Joker are in it.

Static Shock is a cartoon about a black teen who, through a freak accident involving illegal gases and a gang fight, gains the ability to control electricity. This is called the "big bang" which is where Virgil (Static), and a slew of villians got their powers.

It has had one season and will be back mid this season.

Only one ep will have a guest-shot from Batman, Robin, and the Joker.
