Yeah is it possable for non-mods or non-admins to do a review that will be posted on the News section?

The short answer is yes. Several of the Toon Zone's reviewers are "reporters" who in addition to searching out news for the front page also occaisionally post reviews. Reporters are neither moderators nor administrators, but they are very special. :)

To post reviews on Toon Zone's News page, you need to become a reporter. To do that, talk to either Maxie Zeus. Zedd, or Twage, as they oversee the News team.

That goes for reporting news, too? Because I submitted news about God, The Devil, & Bob being released on DVD and it never got posted on the news page, to my knowledge.

Lots of news get submitted by regular members every day. Of course not all of them will actually be added to the page.

As Jennifer said, Maxie Zeus and Twage (and I think Zedd as well) are in charge of the News Page. If you're interested in reporting news and making reviews you should talk to them.
