So... Members can be unbanned?

I recently saw a post that said "(member) is not permantently banned". I took out the member's name for obvious reasons. If this is true, then what determines if a member can be unbanned, and why don't they just make a "Suspended" tag for it?

If they were banned for the wrong reason, decided to be put on temp. ban [because of age?] or anything like that.
